1. Identifiction and Contract of the Contracting Entity:

2. Object of the Tender:
The key objective of tendering is seeking for the techically qualiffied and experience Supplier to Supply Bucket Truck and Operational Vehicles to EDTL, EP requirment. Therefore, the EDTL, E.P. would like to invite eligible Suppliers to submit their bids for the above-mentioned tender (the Contract) through a fair, transparent and competitive bidding process in accordance with the Timor-Leste Law, Procurement Legal regime number 1/2025 and international best practices and the contract to be awarded is through fairly process and the supplier to be selected shall be qualified supplier.

3. Type of Procedure:
The tender adopted a two-envelope system wherein the Bid comprises two envelopes submitted simultaneously, one containing the Technical Bid and the other the Price Bid, enclosed together in a sealed outer envelope.

Participatin in this tender is open to all eligible international and National. Pursuant to PLR 1/2025 chapter III promotion of the national economy will apply the condition defined under article 86, 87 and 88.

4. Value of the Procurement:
The maximum budget for this project is USD$ 1,380,000.00

5. Bid quoted exceeds maximum budget shall rejected

6. Proposals with a value does not reach 70% of the value of the procedure is considered abnormally low bid.

7. Contracting in lots: Not Applicable

8. Place or destination of Goods under the contract: EDTL,E.P, Dili, Timor-Leste

9. Duration of the Contract: 3 months

10. Minimum requirement qualification documents:
The eligible company shall meet the following minimum qualifiation criteria;

1) FINANCIAL RESOURCES:
 Soundness of the bidder’s Financial Position
Submission of audited balance sheets or, if not requiered by the law of the bidder’s country, other financial statements accceptable to the employer, for the last three (3) years (2023, 2024 and 2025). A bidder’s net worth calculated as the difference between total assets and total liabilities should be positive,

 Cash flow Capacity
The bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet a cash-flow requirement of US$ 500,000.00, net of the Bidder’s other commitments.
• Document Required: for local company, In case of bank Statement: the period requires shall be past (3) months prior to the submission of bid and the bidder must provide a sworn declaration to authorized the Employer to verify and authenticate the submitted bank statement and for international companies will see the cash flow capacity through the audited financial statements or other financial statement is acceptable.
2) EXPERIENCES:

Contracts of similar size and nature

The Bidder should have demonstrated experience as a prime supplier, joint venture member or management supplier in undertaking similar projects with at least 1 similar project successfully implemented during the last 7 years where the value of the contract equal to or exceeds of USD 800,000.00 that has been successfully or substantially completed Contracts of Similar Size and Nature.

The similarity of the supplier participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics of the contract. The similarity project for suplly of Electrical materials were also accetable.

• Document Required: Certified true Copy of the Certificate of Completion or Acceptance/ Taking-Over Certificate/ Substantial Completion for the contracts submitted as successfully completed. (English Translation, if the original documents are not in English).

12. Price of the Tender Document:

The bidding document (PDF copy in USB) can be purchased by interested supplier through filled up a form at Procurement Division and upon payment of a non-refundable fee of One Hundred US Dollars (US$ 200.00) by Bank demand draft in favor of the EDTL E.P to the one of the following Bank Account:

13. Bidding Document can be obtained from 15 June 2026 at EDTL, E.P. office at working hours.

14. Place, date and time of the pre-bid meeting:
A pre-bid meeting shall take place at the following date, time and Place:

Attending the Pre-Bid meeting by a bidder is optional. If a bidder does not attend the Pre-Bid meeting, the bid will not be rejected on the ground of non- attendance of the meeting.

15. Deadline of submission of bids:
The bid must be received in the Tender Box located at the same address specified above no later than 10:00 hour’s local time on 20 July 2026. Late bids will be rejected.

The Employer will not be responsible for any cost or expenses incurred by bidders in connection with the preparation of delivery of bids.

16. Tender Bid Opening:
Technical bids will be opened immediately after the closing time for the submission of the bids at the same address specified above in the presence of bidders who wish to attend.

17. Bid Security:
Bid Security is required. The bid security amount US$ 20,000.00 shalll be in the form provided in section 4.

18. Enforcement Bond and Quality Security:

The Winning supllier is required to furnished enforcement bond and quality security corresponded to condition as defined under Procurment Legal regime nu. 1/2025 article 105 and 106.

19. Minimum Period Validty of Tender Document: shall be 120 days.

20. The Award Criteria: Best Technical Quality

21. Ratio Evaluation : 60% for Technical and 40% for Price.

22. Obligation to pay the taxes:
The supplier is required to pay all the applicable taxes in accorndance with the RDTL applicable law.
